Wilmington, Delaware

Following a 480-bed expansion in 1992, portions of the original prison were renovated to alleviate overcrowding. Dormitory space was created through a retrofit of the original kitchen; HVAC was redesigned to meet code for full-time occupancy; and plumbing and sanitary drainage modifications were made for construction of shower and toilet facilities. Complete life safety, smoke detection, and emergency systems were provided during the renovation.

Smyrna, Delaware

The 600-cell expansion project was one of the largest building construction projects in Delaware’s history, doubling the size of the existing prison complex. The design included prison industry shops; kitchen, dining, and laundry facilities; gate house; and administration and visiting facilities. Perimeter security improvements included a fence with motion detection, new towers, and an armory.

 


Harford County, Maryland

The 178-bed expansion provided 142 beds in direct-supervision housing pods, twelve in new intake facilities, and eight infirmary beds. A new lobby, visiting area, central control room, and kitchen were constructed.

 


Sussex County, Delaware

The 100-bed boot camp for nonviolent offenders is comprised of one, 10-woman and three, 30-man dormitories. The building provides academic and rehabilitation programs, counseling, and visiting spaces.

 


Smyrna, Delaware

An element of the statewide master plan, this medical facility serves the local populations and long-term care of inmates in the Delaware system. The facility was designed to accommodate the aging prison population and to provide treatment for contagious diseases such as tuberculosis and HIV.

 


Bel Air, Maryland

This State of Maryland court facility has been designed as part of a 178 bed detention center expansion. Accessed from both the public lobby and via a sally port from intake, this court provides arraignment and release functions, bail bond, payments as well as arrest functions.

 


State of Delaware, Department of Corrections

A prototype guard tower was designed for specialized installations throughout the Delaware prison system. The six sided tower is constructed of flat precast panels and designed to accommodate heights of 24', 36' and 48' above grade.

Faced with an ongoing and ever increasing prison population, the State of Delaware undertook a system wide analysis, survey and population projection to assess and forecast the need for additional facilities. The study concluded the need for 1,400 additional beds in a variety of facility and security types. The master plan became the Governor's initiative for prison expansion and has been adopted for capital funding by the Delaware Legislature.

 


Wilmington, DE

A second phase of the 1993 expansion was to reuse the space vacated by the original kitchen, laundry and storage areas. The renovated space provides facility-wide visiting areas, staff locker and training rooms and a central vault for emergency and riot response.

 

Master Plan - Delaware Correctional Center
Smyrna, DE

Delaware's largest prison complex is located on 500 acres in central Delaware. As a major part of the statewide expansion program, the Delaware Correctional Center complex was studied for the purpose of major expansion and renovation. The existing facility contains 1,700 beds ranging from minimum to maximum security in twenty-three different buildings.

Overcrowding throughout the Delaware system created a need to provide temporary dormitory housing in the space provided for future shop expansion. Three 80 man dormitories have been constructed with secondary control posts and appropriate shower and restroom facilities.
